Lan Pham to the Minister of Local Government: Does the Minister agree with the statement of Horizons Regional Council in their submission on the Wastewater Environmental Performance Standards that there is a "potential transfer of burden to manage water quality issues to industry and farmers" because the standards do not allow councils to set more stringent standards on wastewater treatment plants to manage cumulative effects?
