7673 (2026). Kahurangi Carter to the Minister for Children: What training, if any, is provided to the casual staff members who look after children in interim accommodation as noted on page 22 of the Aroturuki Tamariki Independent Children’s Monitor Experience in Care Aotearoa Report 2024/2025?
Hon Karen Chhour: I am advised by Oranga Tamariki that the comment in the Independent Children’s Monitor report likely refers to Resource Workers, who are casual Oranga Tamariki staff.
I am further advised that when children or young people need to temporarily stay in a motel, they are usually supported by a partnered service. However, Resource Workers also support children in motels at times, where Oranga Tamariki assesses this as suitable, taking into account factors such as experience, suitability, and gender. More than one person will support a child or young person in a motel where this is assessed as appropriate or necessary.
Resource Workers are required to complete all Oranga Tamariki mandatory training, which includes modules covering child protection, health and safety, and privacy. They are also required to be fully vetted under the Children’s Act 2014.
