7603 (2025). Hon Barbara Edmonds to the Minister for Infrastructure: How, if at all, does the government plan to address the visibility of lower-certainty unfunded projects in the National Infrastructure Pipeline to ensure better planning and resource allocation moving forward?
Hon Chris Bishop: The National Infrastructure Pipeline provides a central view of infrastructure project activity that is in planning and delivery across New Zealand. Insights from the Pipeline provide the industry with information to help coordinate, prioritise, schedule, and plan their projects and investments. Information in the Pipeline is provided by central government, local government and private sector organisations involved in providing infrastructure services and reflects the current state of their infrastructure planning and investment intentions. The December Pipeline Snapshot from the Commission highlights improvements in the transparency of unfunded infrastructure projects with lower certainty in the Pipeline. This improvement to the Pipeline information, coupled with the development of a National Infrastructure Plan, will put the Government and other infrastructure decision-makers in a stronger position to make informed decisions to meet our strategic needs, plan and allocate resources, and understand the opportunity costs of these investment decisions.
