7583 (2024). Hon Dr Ayesha Verrall to the Minister of Defence: How, if at all, do the ministries, agencies and departments for which the Minister is responsible, define ‘frontline’ staff and ‘back-office’ staff?

Hon Judith Collins: I am advised that in 2009, the New Zealand Defence Force instituted a new classification system, the Mission Delivery Model, which defines all positions by whether they contribute to Output Delivery (front), Direct Support (middle), or Indirect Support (back). The Ministry of Defence has not formally defined frontline staff.
