7172 (2026). Tangi Utikere to the Minister of Transport: Further to WPQ 5301 (2026), how many of the 459 fraudulently converted licences have now been cancelled or revoked, and how many remain current?

Hon Chris Bishop: NZTA advised me there were 488 impacted individuals in total. 71 had their licences cancelled immediately. The remaining 417 were given an opportunity to evidence their ability to drive safely on New Zealand roads and retain their licence. As at 17 February 2026, 404 of these individuals had completed testing. The remaining had been granted extensions through to 28 February. Of these 404: • 28 opted to have their licence cancelled, rather than undertake the tests • 109 failed or did not sit the tests, and had their licences cancelled • 41 passed the relevant tests to receive a Class 1 licence • 26 passed the relevant tests to receive a Class 2 licence • 27 passed the relevant tests to receive a Class 4 licence • 173 passed the relevant tests to receive a Class 5 licence
