7167 (2026). Camilla Belich to the Minister of Housing: Further to WPQ 2246 (2026), why is he able to provide the number of bullying cases referred externally for the Ministry of Housing and Urban Development, but has declined to provide the same information for Kāinga Ora on the grounds that it is operational?
Hon Chris Bishop: I am able to provide the information for the Ministry of Housing and Urban Development because it is a government department for which I have direct ministerial responsibility. For Kāinga Ora Homes and Communities, I am advised that while it maintains a Case Management Register for employment‑related matters, the register has not historically been configured to record in a reportable way, whether workplace bullying matters were referred to external investigators, mediators, the Employment Relations Authority, or other external bodies. The information requested spans several legacy organisations and systems that pre‑date the establishment of Kāinga Ora in October 2019, and collating this information would therefore require a manual review of individual employment and case files across multiple entities and time periods. This work is not able to be undertaken within the timeframe required to respond to this question. Kāinga Ora is currently redesigning its Case Management Register to ensure that a standardised set of information is captured for all future employment‑related cases, including whether a matter has been referred to an external body. Once implemented, this information will be centrally held, supporting more accurate and consistent reporting in future.
