6516 (2024). Hon Dr Ayesha Verrall to the Associate Minister of Health: What advice, if any, has the Minister received on how reducing the number of tobacco retailers can drive the illicit market by title, date, and publication?

Hon Casey Costello: I refer the Member to my response to Written Question 6509 (2024). I noted several limitations associated with the advice received about the illicit market in New Zealand (notably a reliance on using discarded pack surveys) and a lack of correlation between the advice from Ministry of Health officials and what I have heard from Customs officials who are better placed to assess the illicit tobacco market.
