Lan Pham to the Minister responsible for RMA Reform: What is the name and nature of each active plan change (i.e., where a decision has not yet been listed on the MfE website) being applied for progression by a Regional Council or Unitary Authority under the Government's 'Plan Stop' policy, if there are any?

Hon Chris Bishop: There are seven plan changes where Regional Councils or Unitary Authorities have applied for an exemption from Plan Stop. One (PC81) is on hold while an alternative planning pathway is explored. The plan changes are as follows: • PC81 - Urban Growth: to provide for urban growth across the Tasman region (plus consequential changes will also be required to the Tasman Regional Policy Statement) • PC84 - Freshwater Protections (Te Waikoropupū Springs and other priority freshwater issues) • PC Sites and Places of Significance to Mana Whenua Tranche 2b (Auckland) • PC7 Sustainable Land Use (to address the use of land with severe erosion susceptibility) (Gisborne) • PC8 to remove barriers related to wetland construction and provide greater clarity for consent-holders/applicants about the take and use of water (plus consequential changes to two other plans, the Waipara Catchment Plan (PC2) and the Hurunui Waiau River Regional Plan (PC1)) • Regional Coastal Plan Change - Policy 43 to clarify status of disturbance and deposition activities in the Taranaki Coastal Marine Area • Plan Modification for Helipads as a prohibited activity in residential areas (Hauraki Gulf Islands section).
