Hon Nicola Willis: I was advised of the Treasury’s required approach under the Initial Baseline Exercise by Associate Minister of Finance Chris Bishop (who – consistent with historical practice – manages the Vote Finance elements of Budget process), shortly after I announced the Initial Baseline Exercise on 20 December 2023 (see here: https://www.beehive.govt.nz/release/fiscal-repair-job-underway).
