6046 (2026). Hon Kieran McAnulty to the Minister of Housing: Does Kāinga Ora address overcrowding in its homes by moving people living at an address who have not signed the tenancy agreement for that home into their own accommodation without the need for a Business Initiated Transfer and if so, how many new tenancies have been the result of such moves in each of the last five years?
Hon Chris Bishop: Kāinga Ora - Homes and Communities advises me that where there are additional people in an overcrowded home, Kāinga Ora works with the tenant to address the situation, and this may include referring the additional occupants to the Ministry of Social Development so their housing eligibility can be assessed, or referral to other support providers.
