5702 (2026). Hon Willow-Jean Prime to the Minister of Education: How, if at all, does the Ministry of Education's refreshed curriculum meet the Framework for Action - A Quality Education for All?
Hon Erica Stanford: The refreshed New Zealand Curriculum is designed to be responsive to the needs of all learners (Action 6 of the Framework for Action).
The Ministry of Education (the Ministry) is taking steps to support ongoing monitoring and reporting on the learning achievement of all disabled students. This includes those learners working at a different level of the curriculum to their same-aged peers (Action 1 of the Framework for Action).
Curriculum, assessment and aromatawai practices are supported by guidance for teachers to strengthen inclusion and accessibility by identifying and addressing barriers to learning and participation. (Elaborating on Action 6 of the Framework for Action)
In February 2026, the Ministry also released a new curriculum resource to support students with complex learning needs. Developed in partnership with the Special Education Principals’ Association of New Zealand, The Expanded New Zealand Curriculum resource is a comprehensive support that works alongside the new knowledge-rich New Zealand Curriculum. It supports better outcomes for students by providing teachers with the detail needed to make sure learning progress is planned for and recognised.
