5640 (2026). Francisco Hernandez to the Minister for Social Development and Employment: What process, if any, was followed for the appointment of Dr Ang Jury to Chair of the Board for the Independent Children's Monitor?
Hon Louise Upston: The Ministry of Social Development (the Ministry) has advised me that in 2025, an appointment process was undertaken for the three member roles for the new board of the Independent Children’s Monitor (the Monitor). One of the new members would also be appointed as Chair.
The process followed the Crown Entities Act 2004 and the Oversight of Oranga Tamariki System Act 2022 requirements. The Public Service Commission’s Board Appointments and Governance guidelines were applied throughout the process.
In summary, the process comprised advertising, review of applications, due diligence checks, and consideration by the Cabinet Appointments and Honours Committee.
The three member roles, including the role of Chair, were advertised on the websites of Seek New Zealand and the New Zealand Institute of Directors.
A total of thirty six candidates were considered for the three member roles, including the Chair role. No candidates were interviewed. Telephone discussions were conducted with four candidates.
A selection panel was set up to consider applications for the three member roles, including the Chair role. The selection panel consisted of the Ministry of Health’s Deputy Director-General, Strategy, Policy and Legislation, the Ministry of Social Development’s General Manager, International Disability and Generational Policy, and the Ministry of Social Development’s General Manager, Strategy, Investment and Organisational Performance.
