Hon Penny Simmonds: Each year the Ministry for the Environment collects data through the National Monitoring System (NMS) on council functions for consent processes under the Resource Management Act 1991. Specifically, the data collected includes all applications and steps that were processed through to a decision. Water permits are just one of the consent types.
