5609 (2024). Lan Pham to the Minister for the Environment: What industry, if any, is the largest user of water in Aotearoa by consumptive volume in the most recent year that data is available?

Hon Penny Simmonds: With Manapouri Power Scheme included, the industry that is the largest user of water in Aotearoa is hydropower. According to the 'Our Freshwater 2023' report of all consumptive water uses nationally, except for hydropower, irrigation had the largest consented allocation by total volume (58 percent by annual volume and 65 percent by maximum rate) in the 2017/18 water reporting year.
