5573 (2025). Debbie Ngarewa-Packer to the Minister of Justice: What processes are in place to hold organisations accountable if they are involved in public disorder or violence, such as those at the pride festival?

Hon Paul Goldsmith: The Ministry has a number of contractual remedies and levers available where the behaviour of a provider, a supplier, or their personnel becomes an issue. Depending on the particular type of contract they are engaged under, these may include requirements that providers or suppliers notify the Ministry about relevant incidents (including those that may adversely affect the Ministry’s reputation); audit, review, and inquiry rights; rights to suspend services and/or payments; rights to require implementation of an acceptable remediation plan; rights to require the removal of personnel involved in particular types of behaviour from providing services; and, ultimately, termination of the contract. Many of the Ministry’s contracts also contain service standards that set expectations around behaviour and which may require the provider or supplier to comply with specific guidelines, manuals, codes and/or operational policies relevant to the services being provided.
