5407 (2026). Tangi Utikere to the Minister of Transport: Did NZTA’s 9 December 2024 performance review identify weaknesses in entry controls, paper-based systems, or fraud risk in driver licensing, and if so, were overseas licence conversions prioritised for immediate investigation?

Hon Chris Bishop: No. NZTA advises me that the overseas licence conversions, theory, and practical testing services were not in scope of the review.
