5386 (2026). Hon Willow-Jean Prime to the Minister for Children: How does the review of Gateway and post-Gateway, underway as part of phase one of a review of five large programmes, differ from or contribute to the Gateway Assessment review, the report of which was released in July 2024?

Hon Karen Chhour: I am advised by Oranga Tamariki that while findings from the Gateway Assessment Review (2024) contribute to the current joint review by Oranga Tamariki and the Social Investment Agency referenced in the Member’s question, the two reviews have different purposes. The Gateway Assessment Review (2024) focused on how the Gateway process was experienced by participants. The current joint review focuses on the impact of the contract for Gateway assessments on expected outcomes for participants through examining data from the Integrated Data Infrastructure and a meta-analysis of previous evaluations, including the 2024 review.
