5306 (2026). Tangi Utikere to the Minister of Transport: Who was accountable for implementing the recommendations of NZTA’s 9 December 2024 performance review, and what progress, if any, had been formally reported to the Minister by the time the commercial driver licensing fraud was uncovered?

Hon Chris Bishop: NZTA has advised me that the Director of Land Transport/Group General Manager Regulatory is accountable for implementing the recommendations of the Review of the NZ Transport Agency Waka Kotahi’s Regulatory Performance in relation to Class 2-5 Driver Training, Vehicle Testing and Dangerous Goods. A formal update was provided to my office in November 2025 (MINO-1400 refers). Overseas licence conversions were not in scope of the review.
