5241 (2026). Hon Willow-Jean Prime to the Minister for Children: How, if at all, will the second Oranga Tamariki Military-Style Academy design incorporate testing Oranga Tamariki's entire approach to some of the different orders in the draft legislation for youth offending?

Hon Karen Chhour: I am advised Oranga Tamariki have ensured consistent Practice Leader involvement in the design of the youth justice practice response for the new Military-Style Academy programme, in preparing for the establishment of a young serious offender declaration and new military-style academy order as contained in the Oranga Tamariki (Responding to Serious Youth Offending) Amendment Bill. I am further advised the intent has been to align the approach of the Military-Style Academy programme to that of other orders set out in the draft legislation for addressing youth offending. For example, longer supervision orders and supervision with activity orders after the residential phase of the Military-Style Academy programme would offer ongoing, intensive support and robust transition strategies for eligible young people and their families. This approach aligns with the targeted interventions described in proposed legislation.
