5157 (2026). Hon Kieran McAnulty to the Associate Minister of Housing: Further to WPQ 694 (2026), what is the projected impact of current consenting and build partner constraints on Kāinga Ora’s delivery targets for 2026/27 and 2027/28?
Hon Tama Potaka: Kāinga Ora – Homes and Communities advises me that it is mitigating 2026/27 delivery risks by strengthening engagement with councils, improving design and pipeline visibility, and securing earlier funding approvals. Forecasts for 2027/28 incorporate current consenting timeframes and known build partner delay.
As previously advised in my responses to WPQ 694 (2026) and WPQ 695 (2026), consenting delays remain the primary driver of delivery movement, with build partner constraints affecting only a small number of regions.
These factors have already resulted in some projects being reforecast, and Kāinga Ora is incorporating current consenting cycle times and known capacity constraints into its forward planning for 2026/27 and 2027/28.
