Hon Tama Potaka: While service providers collect some information on accommodation circumstances as households enter the service and continues in the service, the Housing First programme specifically targets people experiencing chronic homelessness, whose situations are often highly unstable and can change frequently (for example, moving between emergency housing, temporary accommodation, and rough sleeping). Because of this fluidity and the evolving nature of people’s circumstances while they are engaged with intensive support, a point‑in‑time breakdown does not provide a reliable or meaningful picture. Instead, HUD focuses on reporting and monitoring on engagement with the programme and progress toward achieving and sustaining stable housing outcomes.
