4681 (2025). Hon Willow-Jean Prime to the Minister for Children: How, if at all, will paying community providers up to 70% of the maximum value of a contract until the services are provided in full assist Oranga Tamariki to "implement more outcome-based contracting and mutually beneficial (and less burdensome) reporting"?
Hon Karen Chhour: I am advised that Oranga Tamariki has applied an approach for some care services where it has purchased eight to nine months of services upfront. The remaining three to four months of provision in the financial year will then be agreed with the provider based on reporting of utilisation and forecasted demand for the remaining three months. This will reduce the administrative burden of reconciliation at the end of the financial year for both parties.
