4312 (2025). Hon Barbara Edmonds to the Minister of Immigration: What economic modelling or analysis, if any, was used to support the changes to the Active Investor Plus visa?

Hon Erica Stanford: Comparative analysis was undertaken of the previous Investor 1 and 2 category outcomes, compared to the current Active Investor Plus (AIP). For example, since the launch of AIP, approximately $70 million has been invested, with 13 businesses receiving direct investment. This is compared to approximately $1.1 billion in 2019 under Investor 1 and 2. Input was also sought from key industry stakeholders to better understand the effectiveness of different settings in attracting investor migrants to New Zealand.
