4304 (2025). Hon Barbara Edmonds to the Minister of Immigration: What safeguards, if any, will the government put in place to prevent the Active Investor Plus visa from being used for money laundering or tax avoidance?
Hon Erica Stanford: To safeguard against risks related to money laundering, the immigration instructions specify requirements for ownership and lawful earning or acquisition of nominated funds or assets, including restrictions around fund conversion and transfers. These instructions also assist in managing the risk of tax avoidance by requiring that funds nominated for investment in New Zealand have been earned lawfully, which can involve an assessment of whether tax has been paid on past earnings, for example. I note that once funds are invested in New Zealand, investments are subject to New Zealand’s tax rules.
