4295 (2025). Francisco Hernandez to the Minister for Rail: How, if at all, does Kiwirail calculate freight users' contributions to the National Land Transport Fund?

Rt Hon Winston Peters: KiwiRail adds a percentage to its customers invoices as a recovery against its track user charge payments, which are based on a calculation involving the gross tonne kilometres moved multiplied by a charge established by regulation. The exact percentages are commercially sensitive, however KiwiRail's annual report notes in total its rail freight business received $394 million in revenue and it paid $18.8 million in track user charges.
