Hon Andrew Hoggard: I refer the Member to the 2018 report by the Biodiversity Collaborative Group, in particular page 9, which sets out how differences and concerns were addressed in the report, and says "Some provisions in the NPSIB were unable to be agreed". I further refer the Member to views put forward by some organisations within the BCG, on page 27 of the report.
