4156 (2026). Dr Tracey McLellan to the Minister of Corrections: How will the reallocation of existing baselines for high-security capacity affect funding for rehabilitation programmes and services, if at all?

Hon Mark Mitchell: I am advised that Corrections have considered the current fiscal environment and are self-funding the Accelerated Capacity Project (ACP). The ACP is the first priority investment of the High Security Capacity Programme Business Case to ensure sufficient, fit-for-purpose capacity in the coming years. I am further advised that the ACP will be funded by utilising capital reserves, reprioritisation and reallocation of existing capital, and reallocation within operating baselines for infrastructure related operating components such as depreciation, capital charge and utility costs. This does not affect funding for rehabilitation programmes and services, which is largely operating funding. The additional funding received in Budget 2024 to provide rehabilitation programmes to prisoners on remand has also not been impacted by the self-funding of the ACP.
