4123 (2026). Dr Tracey McLellan to the Minister of Corrections: What operational initiatives, if any, are currently in place to source emergency or transitional accommodation for women on remand, and how many placements were made under each initiative in each of the last two financial years?

Hon Mark Mitchell: I am advised that there is one current support service that provides accommodation for women who have been remanded in custody and are eligible for bail. It offers two beds as an additional support option for women accessing the wider bail support services available. In the 2024/25 financial year there was one placement. In 2025/26 there has currently been one placement. I am further advised that while Corrections is not a housing agency and has no statutory mandate or appropriation to act as a housing provider, access to stable and secure housing is recognised as an important pillar of reintegration. For this reason, case managers work closely with the Ministry of Social Development (MSD) to support women in prison prior to their release, which includes identifying a suitable and safe location to live. For individuals subject to parole conditions, the New Zealand Parole Board may impose restrictions on residence if needed for safety. There is also a process funded by MSD for women eligible to get the “Steps to Freedom” grant which is a small sum to assist the person upon their release. It is also important to note that not all people leaving prison remain in Corrections management or are required to keep Corrections informed as to their living arrangements.
