3899 (2024). Hon Jenny Salesa to the Minister of Customs: How many data breaches, if any, have taken place within agencies in the Customs portfolio since Hon Casey Costello became Minister, and how many breaches, if any, was the Minister was not informed of?

Hon Casey Costello: I am advised that since my appointment as the Minister of Customs on 27 November 2023, there have been no cyber security breaches that have resulted in a data breach from unauthorised access to New Zealand Customs Service (Customs) systems and information, nor any cyber incidents that have resulted in unauthorised release of information from Customs systems. Additionally, Customs has not recorded any privacy breaches that have been assessed as likely to cause serious harm. I am advised that between the period 27 November 2023 to 26 March 2024 (inclusive) there were 19 confirmed privacy breaches within Customs that were assessed as not likely to cause serious harm. I was not informed of these breaches, as reporting such incidents to the Minister of Customs is not required by law and is not something that I have requested from Customs. Customs reports privacy breaches assessed as likely to cause serious harm to the Privacy Commissioner as required by the Privacy Act 2020, and the Government Chief Privacy Officer at their request.
