Hon Penny Simmonds: I am advised that there were three documents relating to the rules or guidance in place at Whaikaha prior to 18 March 2024. By title and date, they were Purchasing Rules Policy document, updated 13 April 2023, Purchasing Guidance – online webpage, updated 13 April 2023, and Purchasing Guidelines hui Q&As – online webpage, published 18 May 2023.
