2968 (2025). Hon Dr Megan Woods to the Minister of Climate Change: In light of the Climate Change Commission's advice that domestic emissions reductions could contribute up to a 69% reduction below 2005 levels by 2035, what factors led the Government to set a lower target of 51-55% for New Zealand's second Nationally Determined Contribution?
Hon Simon Watts: In setting New Zealand's second Nationally Determined Contribution (NDC2), the Government considered how NDC2 contributes to the Paris Agreement temperature goal, whether NDC2 can feasibly be implemented and support New Zealand's long-term transition and 2050 target, and the fiscal and economic costs of meeting NDC2 are acceptable.
