2967 (2025). Hon Dr Megan Woods to the Minister of Climate Change: How does the Minister justify setting New Zealand's second Nationally Determined Contribution target range of 51-55% reduction compared to 2005 levels when the Commission's draft High Technology High Systems Change scenario projected potential domestic reductions of up to 69%?
Hon Simon Watts: The Government considered a number of factors to determine the level of New Zealand's second Nationally Determined Contribution (NDC2), including the Commission's report on the potential domestic contribution to New Zealand's NDC2. The Commission's advice was limited in scope and did not look at all of the factors the Government needed to consider and balance. Based on the factors considered, the Government has determined that a 51-55% reduction compared to 2005 levels represents New Zealand's highest possible ambition, in light of our national circumstances and respective capabilities.
