2964 (2025). Hon Dr Megan Woods to the Minister of Climate Change: What role, if any, does the Government anticipate for international carbon markets or offshore mitigation in meeting the second Nationally Determined Contribution?

Hon Simon Watts: New Zealand’s second Nationally Determined Contribution (NDC2) covers the same period as New Zealand’s third domestic emissions budget, and the Government intends to meet these by prioritising domestic action. New Zealand supports access to carbon markets for greater ambition toward NDCs. Currently, cooperation on carbon markets is part of a broader ongoing bilateral dialogue with other countries. New Zealand will continue discussions with countries to build a strong policy base for future decisions about if and how New Zealand engages in purchasing offshore mitigation, particularly for achieving our first NDC and for consideration for achieving subsequent NDCs.
