Chlöe Swarbrick to the Minister of Police: Does the Minister consider the Evidence Based Policing Centre's 2019 conclusion that, "it is not possible to determine the extent to which the operations have reduced the harm caused by cannabis in the community,' and the continuation of Operation Emerald in light of this aligns with the Coalition Government's commitment to make decisions based on 'data and evidence'?
