2170 (2025). Francisco Hernandez to the Minister for Social Development and Employment: How many Regulatory Impact Analysis exemptions, if any, has the Minister requested when bringing cabinet papers to Cabinet, since November 2023?
Hon Louise Upston: I have requested and received two Regulatory Impact Analysis exemptions for cabinet papers since November 2023. • Cabinet paper titled “An independent review into the sustainability of Disability Support Services administered by Whaikaha – Ministry of Disabled People.” A regulatory impact analysis did not apply to the proposals of this paper. This paper is available publicly here: www.whaikaha.govt.nz/news/independent-review/cabinet-paper-29-april-2024. • Cabinet paper titled “Improving the sustainability of Disability Support Services.” The Ministry for Regulation determined that the proposals in this paper are exempt from the requirement to provide a Regulatory Impact Statement, on the grounds that the proposals have no or only minor impacts on businesses, individuals, and not-for-profit entities. This paper is available publicly here: www.whaikaha.govt.nz/news/independent-review/cabinet-paper-12-august-2024. This is also my response to written parliamentary question 2171 (2025).
