2106 (2026). Tamatha Paul to the Minister of Police: What is the ratio for charges versus warnings given for retail theft between September 2024 – September 2025 broken down by ethnicity?
Hon Mark Mitchell: I refer the Member to the attached table, which shows the ethnicity of people proceeded against for offences within the Australian and New Zealand Standard Offence Classification (ANZSOC) Subdivision – ‘073 Theft from retail premises’. The table is broken down by the percentage of proceedings that resulted in a charge and the percentage that resulted in a warning, for each ethnicity between 1 September 2024 and 30 September 2025.
The offences included in ANZSOC Subdivision – ‘073 Theft from retail premises’ are:
• 4322 - Shoplifts (Estimated value under $500)
• 4323 - Shoplifts ($500-$1,000)
• 4324 - Shoplifts (Over $1,000
• 4329 - Other Thefts Ex Shop (no drugs).
I am advised that there are limitations to ethnicity recording. Only one ethnicity can be recorded, and if an individual identifies with an ethnicity that is not listed, their ethnicity is recorded as ‘Other’. An individual may could commit multiple offences during this period and will be counted once for each offence they were proceeded against for.
