1973 (2026). Teanau Tuiono to the Minister of Foreign Affairs: What would be the impact of breaching a potential “non-binding” framework with the United States for critical minerals?
Rt Hon Winston Peters: I am advised that non-binding frameworks do not impose legal obligations on the parties. This means there would be no legal impact of a breach of any non-binding framework. New Zealand has a large number of non-binding arrangements with a range of global partners. New Zealand only agrees international instruments that it intends to implement in good faith.
