1493 (2026). Hon Kieran McAnulty to the Minister of Housing: What services, if any, did Plato Payments Limited provide for the contracts it was awarded by Kāinga Ora in 2024/25 and what procurement process was used to award that contract?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that it engaged Plato Services Limited (Plato) in February 2024 to develop a prototype solution to support the digital management of the Housing Delivery System. This engagement was direct‑sourced under Rule 14 of the Government Procurement Rules (4th Edition), which permits an exemption from open advertising where an agency is sourcing a prototype to pilot a new way of working. Kāinga Ora engaged Plato to provide further services between October 2024 and December 2024. It was considered that a competitive procurement process was not expected to deliver additional value.
