1398 (2026). Hon Priyanca Radhakrishnan to the Prime Minister: Did every member of the National Security Board endorsed the advice of the Chief Executive of the Department of Prime Minister and Cabinet to the Prime Minister that the American Proud Boys should not be re-designated as a terrorist entity under the Terrorism Suppression Act 2002, if not, which members did not?
Rt Hon Christopher Luxon: Corrected reply: I am advised that the Chief Executive of the Department of the Prime Minister and Cabinet (DPMC) advised the members of the National Security Board by email on 24 June 2025 and in person at the meeting of the Board on 2 July 2025 of his decision to recommend to me not to re-designate The American Proud Boys under the Terrorism Suppression Act 2002.
As per its Terms of Reference, the National Security Board makes decisions by consensus and discussions are minuted. With no members of the Board raising concerns to either the email or at the meeting the Chief Executive considered it as an endorsement of his decision and referred to it as such at the Governance and Administration Committee’s hearing for the 2024/25 Annual Review of DPMC on 28 January 2026.
