1350 (2026). Francisco Hernandez to the Minister of Education: What plans, strategies or policies, if any, are in place to support international student wellbeing, including with living cost considerations?
Hon Erica Stanford: The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 is the key government mechanism supporting the wellbeing of international students. The code requires schools and tertiary providers enrolling international students to take all reasonable steps so that international students are safe and supported while studying in New Zealand. This is particularly important for school-aged students, who need more support and care due to their age.
International students must also demonstrate that they (or their parents/guardian) can financially sustain themselves while studying in New Zealand as part of their visa application process. If a person is not able to meet that requirement then their visa application will not be approved. Working in New Zealand is not expected to be the main source of income support while studying.
