1319 (2025). Hon Kieran McAnulty to the Minister of Housing: What analysis, if any, has Kāinga Ora undertaken to ensure that the replacement sales programme does not negatively affect housing affordability, particularly in high-demand areas?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advise me that there are currently approximately 70,000 sales a year across New Zealand representing a turnover of approximately four per cent of New Zealand’s housing stock. As a comparison, Kāinga Ora currently manages approximately four percent of New Zealand's housing and the forecasted divestment requirement of around 900 replacement sales in FY26 represents just over a one percent turnover from its portfolio of over 76,000 homes. On this basis, the organisation is turning over housing stock on a rate less than average. Any replacement sales are carefully managed to ensure markets where these divestments will occur are not flooded and to ensure Kāinga Ora achieves appropriate market value for its homes.
