1120 (2024). Chlöe Swarbrick to the Minister of Finance: Does the Minister intend to integrate adaptation into Treasury decisions on infrastructure, as recommended in the National Adaptation Plan and if so, how will this be implemented?
Hon Nicola Willis: Yes, I intend to integrate adaptation into the Treasury advice on infrastructure, as recommended in the National Adaptation Plan. The new Cabinet Circular CO 23 (9), which is currently being implemented, requires agencies to incorporate climate considerations in asset planning and management. Agencies will be required to demonstrate their compliance with the new circular through annual Chief Executive attestations at the end of each financial year, with the first attestation due in July 2024. Further, I am advised that the Treasury is reviewing the Better Business Case and Gateway frameworks, guidance and tools. One of the priorities of this review is to enable climate outcomes to be considered into decision-making on infrastructure investments. I expect first tranche of changes from this review to be considered by Cabinet in the second half of 2024.
