951 (2024). Hon Jo Luxton to the Minister responsible for RMA Reform: What environmental regulations, if any, have been introduced between 27 November 2023 and 16 February 2024?
Hon Chris Bishop: In terms of primary legislation, the Resource Management (Natural and Built Environment and Spatial Planning Repeal and Interim Fast-track Consenting) Bill (the Bill) was introduced in December 2023, to repeal the Natural and Built Environment Act 2023 (NBEA) and Spatial Planning Act 2023 (SPA). These Acts were intended to replace the Resource Management Act 1991 (the primary environment legislation of NZ).
In terms of secondary legislation, the regulations that were made under NBEA and SPA were also repealed through the Bill to repeal the NBEA and SPA. No separate bill or process were introduced to repeal these regulations.
These are the regulatory instruments and legislation which were administered by Ministry for the Environment, and do not include other legislation which may contribute to environmental outcomes or similar.
