Hon Mark Mitchell: Sport New Zealand has taken no specific action in relation to the ‘Needs-Based Service Provision’ Cabinet Office Circular because Sport New Zealand’s investments and services were already based on evidence about the identified needs of specific target population groups (e.g., those missing out on the benefits of being physically active), rather than on the basis of race.
