766 (2025). Francisco Hernandez to the Prime Minister: Will the Minister for the South Island be given access to cabinet papers so that they can provide feedback?
Rt Hon Christopher Luxon: As per the Cabinet Manual, Ministers are expected to consult relevant ministerial colleagues before submitting papers with significant or potentially controversial matters, or that affect other Ministers’ portfolio interests. It is the responsibility of the lead portfolio Minister when submitting Cabinet papers to ensure that timely consultation occurs with Ministers who have portfolio responsibilities affected by the matters in the Cabinet papers that they are submitting.
Ministers also receive, and are able to provide feedback on, all Cabinet papers considered by the Cabinet Committees on which they sit.
