706 (2025). Francisco Hernandez to the Minister for ACC: What actions, if any, has the Minister's departments or agencies, if any, made in implementing the Cabinet Office Circular titled Needs-Based Service Provision?
Hon Andrew Bayly: ACC advises me its existing service provision strategy, Huakina te Rā, is consistent with the Circular's objective. Huakina te Rā aspires to equity of access, experience, and outcomes for all people in New Zealand, to be achieved by focusing on groups who face barriers to support. There is a strong evidence base to support targeting of services to priority populations. ACC’s regular mandatory reporting on disparities in access to the Scheme ensures that needs-based targeting of services and initiatives under Huakina te Rā can be continuously refined in response to developing evidence about need. In addition to this regular public reporting, ACC management is committed to a commonsense, evidence-based approach to data-driven decision-making, and to ensuring clear communication and documentation of evidence about needs-based initiatives. ACC understands this approach to be consistent with the intent of the Cabinet Office circular.
