697 (2026). Hon Kieran McAnulty to the Associate Minister of Housing: What measures, if any, will Kāinga Ora use to assess its efficiency and effectiveness in delivering and managing social housing?
Hon Tama Potaka: Kāinga Ora – Homes and Communities advises me it uses a mix of operational, financial and service-quality measures set out in its 2025/26 Statement of Performance Expectations to assess the efficiency and effectiveness of delivering and managing its social housing.
For housing delivery, it monitors performance against planned build volumes and average construction costs to ensure homes are delivered on time and within expected cost parameters.
For ongoing housing management, Kāinga Ora uses a mix of tenant-focussed and operational indicators, including: tenant satisfaction, timely management of rental arrears, turnaround times for vacant homes, utilisation of available homes, and timely resolution of reported disruptive behaviour incidents.
It also monitors the net operating cost of managing each home to assess how efficiently core functions such as tenancy management and home maintenance are being delivered.
