674 (2026). Hon Kieran McAnulty to the Minister of Housing: How many frontline staff were employed by Kāinga Ora at 30 June 2025 and how many were employed 31 December 2025?
Hon Chris Bishop: In 2024/25, Kāinga Ora classified frontline and back office roles by cost centres, meaning support roles within frontline business groups were also counted as frontline. Under this definition 1,824 frontline staff were employed as at 30 June 2025.
From November 2025, only roles with direct customer contact are considered frontline, and all other support roles—regardless of where they sit—are now classified as back office. Under this definition, and due to reclassification, 908 employees are now deemed to be frontline staff as at 31 December 2025.
If the definition had not been changed, under previous reporting the number as at 31 December 2025 would have been 1,665.
