665 (2025). Francisco Hernandez to the Minister for Disability Issues: What actions, if any, has the Minister's departments or agencies, if any, made in implementing the Cabinet Office Circular titled Needs-Based Service Provision?

Hon Louise Upston: This circular sets out Government expectations for how the targeting, commissioning, and design of public services should be based on the needs of all New Zealanders. The Ministry of Disabled People - Whaikaha is building this guidance into its policy advice, including on work such as the refresh of the New Zealand Disability Strategy.
