639 (2026). Hon Kieran McAnulty to the Minister of Housing: What is Kāinga Ora’s full year target for renewals in 2025/26 and how does that figure breakdown by new builds and retrofits?
Hon Chris Bishop: Kāinga Ora – Homes and Communities advise me that their Statement of Intent (SOI) target is to maintain their total housing portfolio (including our social housing, supported housing and transitional housing) size at between 77,800 to 78,800 homes for the period FY20205/26 to FY2028/29.
Consistent with the Turnaround Plan and the Updated Letter of Expectations provided on 14 August 2025, in FY2025/26 I expect Kainga Ora to deliver 1,600-2,050 new build social housing places (gross). This includes:
- 1,630 renewals (offset by 939 sales and 691 demolitions), and
- 420 net new homes
In addition, we also expect Kainga Ora to meet its retrofit programme target of 475-525 retrofit units.
This means a social housing delivery programme of around 2,545 homes in FY2025/26.
